Adding additional basement space to a house with an existing basement

My wife and I are considering buying a small ranch with an existing basement. If we purchased the house we really would like to add on an addition to the house along with additional basement space. My questions are: 1) Is this possible or would they have to start over from scratch for the foundation and basement walls? 2) What issues may arise from this? 3) What would be the cost range per square foot for a project like this living in NJ? and 4) If this isn't feasible, is it possible to just build a walkout, up a set of stairs from the existing basement that is completely underground on all sides?
