Builder liability & window installation

Due to condensation and ice forming on windows throughout my 3 bedrooms, the wood framing around the windows are growing mold. The condo was constructed four years ago, but I bought this unit from the owner a year and a half ago. What are the laws concerning builder liability for structural and installation issues? Is this a window manufacturer problem?
