Stairwell bottom drainage

Outside my basement egress door is a stairwell leading up to the ground area....the bottom flat leading to the stairs has a drain, however, it often does not drain the water away properly, and the water, particularly during heavy rain storms, fills this area up, then going under the door..and into my rec room...What can I do to get proper drainage in this area?
