New windows with added foam insulation

I am replacing 5 complete windows in my house, but want to add 1" of foam board over the plywood siding and install vinyl siding. My plan is to remove the old windows, reduce the RO to match the window (new windows are 1' narrower) by installing 2x4s (2x4 wall), then closing up the openings by installing 1/2" plywood to match existing siding. I was then going to build a wood frame around the RO with 1x2". I would then add 1" foam board up to this frame and installing sealing tape and mount the window nailing fin onto the new frame extension. Is this a proper procedure?
