Can you replace basement support walls to fix terrible water problems and sagging?

I have a basement with terrible walls in my opinion. There are cracks here and there on every wall and 3 out of the 4 corners of the basement has water leaking inside. I've tried patching but that didn't work. This is an older house that doesn't look like it was built with care. Is it possible to lift the house up, tear out all the basement walls, replace them and then set the house back down? Can the walls be made higher or should the floor of the basement be ripped up and dig deaper for a higher basement ceiling? And is this an overwhelming financial burden that should not be tackled?
