CommentsI would first like to thank you for the time you took to answer me back. I am not a carpenter, instead a New York City Licensed Master Plumber so I wasn't positive on how to approach this problem. I thought the roof loads are transferred to the out side walls since there is no contact with the floor joist or that center dividing wall. I had also found it odd that the original construction had the floor joists go the long way, but assumed it was due to the fact it was a balloon frame and that all the floor joists from each floor go the same way. This way only two outside walls are weight bearing. I don’t know what type of wood the floor joist are made of and it does have around 3-4" of deflection. I also am not sure if they are on a 12" since the basement floor joist are on a 9" center. I know it sounds weird, but true 9".
