Lights flicker when AC unit cycles on

This is a new 3200 sq ft home with 300amp service and has a Trane 5 ton air conditioning (AC) unit. Every time the AC unit compressor cycles on the lights in the home flicker (momentarily dim). Is this to be expected?? No other home on the street (all new) experiences this phenomena. The electric company claims their supply meets requirements. The builder claims this is not a defect. The electrician claims that the wiring meets the required code specifications. The AC supplier claims there is nothing wrong with his unit, though he did install a "soft start circuit" which may or may not have improved the situation. But, the bottom line is the lights still flicker when the AC unit compressor cycles on. Please help. Thanks
