Inside/Outside door is rubbing at the bottom now.

The metal door is hiiting the bottom thresh-hold now. The top Hinge is not screwed in tight enough. All the Screw holes are stripped in the door frame. The previous owner already used larger screws....any larger and it will not fit through the hinge holes. 1. Would filling the holes with wood and glue provide a strong enough support for the existing screws? 2. It is a metal door. I thought about moving the hinge down a bit but 1 of the phillips screws is stripped where it is attached to the door. I cant budge the other screws either. Is there a way to remove unmovable screws?
