I have found that if you apply a layer of ready mixed dry wall joint compound over the wallpaper and let the moisture from the compound work through the paper (you will see the paper bubble), you can scrape the compound and the paper off. It may take more than one application to remove the paper and the backing itself. It can be messy if you are not careful.
