Drywall problem

Hello, Can you help me with a problem? Some back ground: I am having a house built in upstate New York and my builder is both reputable and knowledgeable. The two codes officers have a reputation for giving people a hard time. The problem is this: My builder's men started putting fiberglass insulation between the 24" spaced ceiling joists and inset stapled the paper flange. When about one-sixth of the house was done, the codes men came in and said that it was wrong and to staple on the flats. My builder objected saying that it would put too much pressure on the drywall especially since he plans on blowing insulation on top of the fiberglass. they said that they wanted the flanges joined for a vapor barrier. My builder did it their way under protest. Now the drywall installers don't want to do the job saying that the drywall won't hold up and that the nails are popping. I have pictures of the pieces that are up using the flat end staples and the inset staples. The flat end does not look good. By the way, I do have a 20 - 30 foot attic above the ceiling with a lot of ventilation. What should I do? Thanks, Lance
