water issues in crawl space

My husband are about to build a new home. We have realized that we may have a water problem on our land. We are in somewhat of a shallow valley between several other houses and we have a fairly high water table (about 3.5 feet beneath the surface). We have alot of top soil on our land and it seems to hold water pretty bad. I want to make sure that we take care of this issue before it causes any problems. Any suggestions?
