rim joist repair

One corner of the old single story house on a basement I am restoring connects to a slab mudroom. At the 5 ft long junction between the slab and the original structure, the rim joist is rotted thin from the outside because of the following: The lower half of the joist got buried in dirt before the slab was poured on top! The rim joist looks fine from the basement, and the only way I found the problem was when I was preparing frame in a new bathroom floor adjacent to the rotted section of the joist and noticed some rot, and dug out below the concrete along the joist for several feet, when I saw the extent of the damage. The floor is still square adjacent to this rim joist, and about 2/3 the width of decayed bottom 5 inches of the joist is still intact. How can I reinforce this area without removing the damaged rim joist? If needed, I can jackhammer enough of the slab to give full access to it. Thanks!
