Removing roof rafters

My home is 102 years old. Remodeling has resulted in 3 roofs on the house. The last roof was put on with 2 knee walls. I would like to remove the rafters on the inside and build an upper room. Where do I find out if the rafters can be removed and just leave the new rafters with the knee wall?
