Smoothing lathe & plaster walls

I'm purchasing a home that was built in 1941, and I'm trying to determine exactly what the makeup of the interior walls is. The inspector believes them to be lathe and plaster, but if I look closely at the wall surface, you can see what appears to be some sort of paper liner that was applied. The seems overlap. It appears this "paper" has been on the walls for a very long time. Is this common? Can I remove these seems and other imperfections in the wall surface by sanding? I don't want to install sheetrock over the existing surface, as it will start infringing on the moldings.
