i have the same prob... my home is 4 months old and is leaking, water can come from below the surface and has nothing to do with the grading. "improperly installed, clogged or non-exsistent footer drains" is the problem. your zoning rules may not include them. www.bdry.com and www.bdry.com/five_ways.htm good luck, and do what you must to repair that!
