Basement Bathroom Vent Through Rim Joist?

To vent my new basement bathroom, I need to cut a 4-inch hole through the 8" rim joist. However, I don't like the idea of compromising my foundation's integrity this way. Should I be concerned and find an alternative, or is this not really an issue. (I could cut up into the exterior wall cavity outside the subfloor, but that makes the job much more complicated.) Thank you!
