Do I need 4" poured concrete in crawlspace?

We are putting a one story addition on our house, the design/builder has suggested plastic,then gravel then 4" of poured concrete. Is there really any need to put the concrete down? Pluses or minuses? We will only be using it for tool storage in the winter, not tall enough to stand in... TIA
