Installing an electrical sub panel.

I am thinking about adding a sub panel to my current 200 amp main. Can I connect this directly to the main breaker or do I absolutely have to utilize a feeder breaker? If I use, say a 40 amp as the feeder breaker doesn't that limit the sub panel to 40 amps?
