Cinder block foundation

I am currently interested in a 1 1/2 story home, built in 1909 that has issues with one side of the foundation. The cinder blocks on one of the walls, and in one section of the house, is leaning. The inspector measured a 4 inch deflection. Behind the wall is old limestone foundation (looks like loose rocks). In addition, the sill wood (?) is rotten in that section. The house has "settled" and the first floor has some slopes in the kitchen and livingroom. How significant of a problem is this and is it worth repairing.
