Water in my basement

I live on top of a hile with a lake 300 feet from my house. The evelevation is at 50 feet above the lake. There has been new construction in my area with in the last 14 years. I lived in my house now for 7 years. I had water in my basement for the last 5 years. It is seeping in through the floor, (usally when the snow melts with rain. The waterr actually craked the floor to come in. Right now i have 4 to 5 streams of water running to my sump pump. Is it possible that the new construction change the underground natural flow of the water to create this problem. My father-in-law built this house 52 years ago and never had a water problem till the houseing development was built by the lake. If the houseing development is the cause of the problem how do I get it fixed without filling in my basement?
