Need Hot Water

I have installed a dishwasher in a home that was built in the 50's There are two water lines running to the sink from the hot water tank. Both of the water lines are under concrete, and there is no attic which to run a water line overhead. The cold water line is fine, and has plenty of pressure. The hot water line is so plugged up with sediment and rust, that it barely drips a decent drip. I need hot water at the sink. Assuming there is no way to clear the hot water line of debris, my solution is to tee off the cold water line, run one side through a tankless electric hot water heater which will provide hot water to the dishwasher and sink. Does this make sense? Is there a tankless that you recommend? The dishwasher does not heat water. Would it do any good to try to use air pressure at the hot water tank in order to try to blow the hot water line out? Thanks for your response.
