The local codes in our area is a 4" gravel base and then a 4" concrete pad, then build the walls on top of that. Are you planning on having a gravel floor or putting down lets say treated 2x6's down as sill plates and laying some joists on top of that, then 3/4" osb then building walls?? That would definitely work without the concrete. I just would not have a gravel floor.
