High water table

Hi, I have found a lot to build a new home with a basement. The lot is in Palatine, Illinois. My problem has to do with the high water table. I was told by the engineer, who performed the soil test 3 yrs. ago, that the water was 2 ft down till about 10 ft. My question is can I still build and if so, what will I need to do, and what extra expenses will I be looking at as far as drainage during excavation and water proofing the basement. Thank you!!
