We encountered a similar situation more than 15 years ago with a home we previously own. Not only did we not have weep holes, but the brick veneer rested on a poured concrete basement wall. Between the two, as a sort of cushion I guess?, was some sort of padding with a worn away water covering. Whenever it rained, the water would run down the brick wall, soak the padding and drip inside the house. A building inspector suggested the same thing--waterproofing the exterior every couple of years--VERY easy to do, just slap it on and let in soak in a little. We did that--never had a further water problems and to my knowledge, the basement is still very dry. Trudi
