I purchased a house with a two story brick front about a year ago. There were no weep holes. My father in law who is a brick mason who works mostly commericial sized jobs told me not to worry. He suspected about 90 % of jobs with weep holes didn't work the way they were designed to work. I discussed this with him b/c I had heard about a house in the neighborhood having its brick front collapse. The homeowner sued the builder b/c there had been no weep holes. Another neighbor of mine coats his brick with a waterproofing material once every several years. So, to answer your question -- I don't know. My father-in-law may be downplaying the role of weep holes just to reassure me. Or, they may be overrated.
