Trampoline floors( springy floors)

I have a 12 ft span with 2X8's on 16 in centers. Every 3rd to 4th joist is cross braced at the 6ft point. The 2 12ft spans are on doubled 2X6's mounted on cement block piers at the centerline of the house. Persons walking in the house spring the floors. The plywood subfloor is soft in spots and the nails are popping up through the vinyl covering in the eating and kitchen area. Just about every floor panel squeeks or deflects where nails have raised under the carpeting. I would like to recover the vinyl and replace the carpeting, but not until the subfloor issue is resolved. What is the best method for a repair on this problem? The house is 18 years old.
