Rusted Holes in HVAC ductwork in slab

I recently bought a house with "in slab HVAC ductwork". During a moderate rain the ductwork "gurgles" loud enough to wake you from sleep. I had a company scope the ductwork with a camera and they found rusted and poorly connected ductwork. They also noted a water line about 4" high. What are my options to repair and what might the costs be? The house is 25yrs old. I would greatly appreciate any help.
