Condensation between wood siding and sheathing

Home built in 1950's has a major problem with paint peeling off yellow pine lap siding. After pulling of a section of damaged siding I noticed the back side of the siding and the sheathing boards where were very damp. Could this be condensation and could it be the cause of the constant paint failure and what would you suggest to remedy the problem. John
