Running outdoor water/electrical lines from a home

I live in N. California, and would like to run a basic water/electrical line hookup to an outside location in my backyard. My house is built on a concrete slab, and the location that I would like to tap the services from features a 2' wide concrete border separating the house from the backyard. Question: Since the specific area is low-traffic, can I just run and secure the copper pipe/electrical conduit across that 2' concrete border and bury the rest underground? Or must the entire run be installed underground? Thanks for any advice.
