water hammer

We live in a one year old, three bedroom house that has a water hammer problem. The house has very high water pressure from the street, but we have a pressure regulator which is set at about 50 pounds PSI. When the water is turned ON in the bathroom sinks, kitchen sinks and all toilets and appliances, a single, loud clang occurs from the pipes somewhere inside the walls. We've tried locating the source, cutting through the drywall to secure the pipe and that did not help. We tried installing an expansion tank on the water heater and an air chamber at one of the sinks, and that didn't help either(all of the work has been done by plumbers). We would be very grateful for any suggestions -- we are getting desperate. Thank you very much.
