There are unique problems to building in Alaska with the permafrost. Even a well built home can suffer due to having that understorey thaw after construction. But if the drywall tape is separating from the sheets, it is likely because of unskilled application or bad material. Troweling mud on too thin can allow it to release or bubble and separate. It sounds like you have symptoms of other structural problems as well though. Time to have that inspector or anyother pay another visit while you are still in your warrantee period. Send a certified letter to the builder delineating what the problems are and how you expect them to be fixed and a date for satisfaction. This diocumentation may be invaluable later
