steep stairs

I just had new stairs built to the room over my garage - exterior stairs. They are steeper than my old ones. Is there some sort of code for steepness? The contracter told me he would build them to code, but his carpenter used thicker treads. That's his explanation for the stairs ending up so steep - more ladder-like to me! I store lawn furniture up in this room and will have trouble carrying it up and down now. It took 25 man hours for his men to do this and I am not happy.
