Water in Basement

Recently I bought a new house. Shortly after during a storm I noticed a line of water dripping down the drywall originating near an electrical outlet in the basement. Apparently water had somehow leaked in. The builder felt that maybe some barrier near the porch (which is on the same side as the wall with the leak) had not been sealed or something and "let" the water in. Is this acceptable in a new house and what can I do to correct the problem? How can I be sure that water damage has not already occured inside the wall. Also my husband wants to run a high power hose around the porch and front of the house to "force" more water in the basement to "test" for a leak. Is this a good idea? Thanks for your help.
