Removed wallpaper from sheetrock

I am removing wallpaper from sheetrock so i can paint. I have tried everything but it is still taking off the first layer of paper from the drywall and leaving brown flakey paper, could you please suggest what i should do from this point to get it ready to paint. Thank you very much
