unfinished floor refinishing

We had our 70-year old hardwood floors, which were paint-splattered, pet stained and uneven (wavey). We were not expecting to be rid of either the stains or the worst of the warping, and the paint (and plaster) sanded out nicely. But, the refinishers, in order to hide the uneven surface, put (they say) water based stain and one heavy coat of water-based finish. While this leaves the floor non-glossy, it also seems rough (raised wood grain) and unfinished. What needs to be done to make the surface smooth but not glossy? Can further coats of polyurethane (or oil-based finish?) be applied at this point (week+ later)? Can the floor be lightly sanded/buffed as is? Or will the whole job need to be redone (sanded back down to the wood and refinished)?
