concrete, color and sealer

I understand that color hardener is made to color concrete by directly mixing it into the concrete initially or by trowelling it in after the concrete is poured. My questions are: 1)Can the color powder be mixed with water and then painted directly onto the surface of cured concrete? 2)Can it be applied (painted on) over cured concrete that has sealer that has not been completely removed? 3)Would the results of 1 and 2 be acceptable if sealer was then applied over the painted on applications?
