Process for refurbishing/refinishing a white porcelin bathtub

I have a white porcelin bathtub that is very dingy. No matter how I keep it clean, it still has a black ring around the tub. I also have some rust stains and chips. The tub is still in great shape other than what I forementioned. It does not need to be replaced, but it just needs to look nice and have a smooth, rust-free surface. Any economical suggestions? Thanks a bunch! I look forward to your reply.
