Mud used to coat gypsum wallboard is designed to chemically bond with the paper or tape to form a durable joint. If the wallboard is painted with an oil-based paint, the mud may not adhere properly and could fail prematurely. At minimum, we recommend carefully sanding the effected portions of the surface to provide a clean surface for adhesion. Be careful not to over-sand, as this could damage the paper. After thoroughly sanding the wall, you might also try using a product called GARDZ by Zinsser. This is a drywall sealer for damaged drywall. It can be applied prior to skimcoating to provide a more uniform, consistent finish that bonds well to the subsurface and finish coats. Builders Websource.
