Proper way to paint color lok siding

I have colorlok siding. The bottom boards are deteriorating. Can I replace only the bottom board and paint this. Would painting it be okay or should it be totally replaced. If painting would be okay what is the best way to paint. Does it have to be primed prior to painting.
