basement framing problems

I am in the process of framing out my basement - I am in the process of learning how to do this as it's my first time. This is how I have started framing: using 2x4 PT lumbar as the baseplate, I put this 2 inches above the floating concrete floor. Between the floor and the wall, there is a drain about 2 inches wide. My thinking was, that if the concrete floor moves (which the inspector said it wouldn't when I spoke to him on the phone) only the baseboard may be affected and not the whole wall. The inspector suggested that I use a 2x6 as a baseplate directly onto the floor. Later, I started thinking: how will I finish this if I have about 3 inches of lumbar protruding from the wall? From my research, no baseboard or moulding will cover that sort of a distance. So, my question is, what sort of baseplate should I use? Should it be flush against the drain? How should I secure this (I have been using a powder actuated nailer)? As I have a 2 inch gap at the present time, should I place a 2x2 PT piece in the gap I already have? Any help would be appreciated. Peter
