Installing floating walls to bring basement up to code

We are in the process of buyng a home in which the previous owners finished their basement without permit. We live in Colorado Springs where "floating walls" are required. Needless to say the owners of the home did not comply with these codes and now we are considering tearing down the walls and repairing the framing. The basement consists of 1476 square feet and the space has been completed for a couple years. My question is regarding the cost of completing such a project and if completing it now could cause damage to the upper level structure?
