Our house near Milwaukee was built in 1988 with Rockwell windows. We are in one of the best areas in terms of home values. Unfortuantely, we have had to replace every one of our windows already. Broken seals, warped wood (cheap builder windows to begin with). Ten year warranty and the windows started to go bad in ten and a half. Go figure. I'd be a little more selective about the windows. Builders at that time like Rockwell because they were CHEAP. Let the buyer beware. Good luck with the house.
