Stucco: paint or color coat

I have a stucco home in Sacramento, about 50 years old. Holes were drilled in it to blow in insulation, leaving round scars over the walls. The home moves with the seasons and some cracks have developed in the walls, from doors/windows to eaves (hairline to 1 mm). Can a stucco color coat product be applied over existing stucco (which has been painted many times)? Should an elastometric paint be used instead? Is there another alternative? Michael Peritore
