Sloped Foundation

The foundation for my house, which is only three years old, is sloped. One side of the foundation is 4 inches higher than the other, and all the walls tilt in the direction of the slope. I'm pretty sure that the house was built this way, although I can't rule out settlement. Is this something to be concerned about? There are are many cracks in the foundation, but none is more than 1/8 inch wide except for a couple of wider cracks were repaired with epoxy by the builder. Should I be concerned? If so, what trouble signs should I be looking for? And finally, what is the building standard for how much "slope" is acceptable for a foundation? Thanks!!!!
