Musty rank smell

I was looking at a vacation home over the weekend in West Virginia. We have been experiencing unusual rain. The basement of the house had a rank, punky smell: I figure it to be mold, mildew or worse. How do I determine what the cause of this smell is? And is there anyway to determine whether it will 'go away?" Also, if it doesn't look like there has been any water intrusion, what do I need to do to insure that?
