water hammer

When hot water is turned off in a bathroom faucet, there is a water hammer at bathroom shower (same bath). It creates loud noise. Water hammer arresters were put at washing machine (20 ft. away) and water heater (downstairs). Howerver, water hammer persists. What could be the cause and solution ? Thank you.
