Bannister posts loosening

My bannisters going from the main floor upstairs to the 2nd floor has become progressively looser. so that it does not priovide the support it once did and I was wondering whether there was some way I could tighten them up. I have tried to remove the disks which are in each post at the bottom of the railings presuming that they covered up the means of tightening the bolts or whatever that held the posts in place. However, when I removed the upper one in one post I discovered that it had been filled with a clear caulking compound and it has been difficult going to remove the caulking and see what is in there. The only thing I can see so far seems to be the stem end of a bolt.
