Installing New Toilet

I'm going to replace the shut off valve before installing the new toilet, so i turned off the water main first but when i went back to the shut off valve water still remained coming out, so i assume there is still pressure in the line, and when i tested the other faucets in the house water still slowly comes out, my question is there a way to completely remove all the pressure from the line so no water leaks and when i turn the water main back on is there something special i should do to get the pressure back? thanks (i'm new at this)
