CommentsPouring foundation during inclement weather such as rain is common practice. In fact, keeping fresh concrete moist actually can help it to cure slower, which helps to increase long-term strength while minimizing pre-mature shrinkage cracking. However, there's a big difference between keeping the concrete moist...and allowing excessive water to permeate the mixture. Excess water will actually weaken the concrete if it enters into the mixture during a pour. Furthermore, if it's a slab you're pouring, excess water on the surface could also weaken the top portion of the slab, causing flaking later on. Most experience contractors understand the influence of water on freshly laid cement. The goal is to keep it moist as it cures, but not allow it to become submerged with standing water. Often, tarps are laid over the foundation to keep rain off, while trapping the moisture inside to prevent rapid evaporation and hydration. Builders Websource
