CommentsThe problem seems to be a simple span steel beam loaded by joists at equal spaces. No other concentrated loads or intermediate supports.
Boring through the web of an I-beam would be most significant near the ends of the beam (one or two times the height of the beam from either end. Sporatic small holes in the web (less than 1/3 the height) should have no significant affect on the strength.
The flanges carry the bending stresses and the web resists mainly the shear stresses. So, in the open span of the beam, the flanges are more critical than the web.
In conclusion, keep the holes as close to mid-height of the beam and as close to mid-span as possible and away from the ends of the beam.
